provided, however, that nothing in this Act shall be construed as prevent-
ing any druggist from selling cocaine or mixture containing cocaine upon
the prescription of a regular practicing physician.

Any person violating this section shall be liable to a fine of not less
than one hundred dollars nor more than five hundred dollars, or im-
prisonment for not less than three months in jail or more than one year
or both.

138. There shall be five (5) County Commissioners for Washington
County to hold office as shall be hereinafter provided.*

139. The County Commissioners of Washington County now in office
and those hereafter elected to said office shall each receive for their
services an annual salary of one thousand dollars ($1,000.00), payable
in monthly instalments. The County Commissioners shall each receive
mileage at the rate of ten cents per mile for every mile over six miles from
their places of residence.

140. There shall be a clerk to the County Commissioners of Washing-
ton County, to be styled the county clerk, who shall be elected by the
qualified voters of Washington County on the Tuesday next after the first
Monday in November, in the year nineteen hundred and eleven, and on
the same day every second year thereafter; and shall hold his office for two
years from the first Monday in January next ensuing his election and until
his successor shall be elected and qualified, and shall be re-eligible thereto,
and be subject to removal therefrom for incompetency, wilful neglect of
duty or misdemeanor in office on conviction in a court of law. No one
shall be elected county clerk who shall not be above twenty-one years of
age and three years a resident of Washington County, Maryland. A
clerk of the County Commissioners shall be selected by said County Com-
missioners in manner hitherto provided by law until the election of the
county clerk as hereinbefore provided; the duties, functions and compen-
sation of said clerk to the County Commissioners to be the same as herein
provided for said the county clerk.

141. Before entering upon the duties of his office he shall take and
subscribe before the clerk of the Circuit Court for Washington County the
