tained to the capital stock of a bridge company to cross any stream, creek
or river in said county or connecting said county with any other county
or State, to insure with the subscription made by the County Commis-
sioners the building of any such bridge, to subscribe for such amount
of the capital stock of any such bridge company organized for the build-
ing of a bridge as above stated such amount as in their discretion they
may deem proper.

89. To enable said Commissioners to raise money to meet and pay any
subscription for the capital stock of any such bridge company so made by
them, they are hereby further authorized to issue such bonds in such de-
nominations and amounts as they may determine, the same to be payable
within ten years from the date of issue and to bear interest not exceeding
four per cent, or they may levy direct to raise money for the payment
of said subscription.

90. In case said County Commissioners issue any bonds as aforesaid,
they shall have full power and authority to levy for the redemption of said
bonds to pay the principal and interest as the same become due and payable.

91. It shall be unlawful for any person or persons riding, driving or
leading any horse, mule or other animals, loose or attached to a vehicle,
out of or faster than a walk, on or over the highway bridge, across the
Potomac River, at Hancock, Maryland, of the Hancock Bridge Company
of Washington County, under a penalty of ten dollars for each and
every offense.

92. All such fines, as well as tolls or fees for crossing said bridge are
made collectible before any justice of the peace in and for Washington
County, Maryland, by the same process and procedure as ordinary debts
are now collected and that the horse, mule or other animal or vehicle so
ridden or driven is hereby made liable to execution and sale for said fine
or toll, provided, that said horse, mule or other animal or vehicle was so
used by the owner thereof or with his knowledge and consent.

93. The regular keeper of said bridge shall be duly commissioned by
the Commissioners of Washington County as a police with the authority
of a constable for the purpose of enforcing the foregoing provisions.
