State and county taxes are collected, unless the Burgess and Council shall
adopt some other mode by ordinance for the collection of the same.

83. The Burgess and Council are authorized and empowered to pur-
chase, construct, operate, and maintain a plant for the purpose of supply-
ing water to the citizens of Boonsboro for domestic, manufacturing or fire
purposes, and are also authorized and empowered to purchase, construct,
operate and maintain a plant for lighting by gas or electricity the streets,
alleys and highways of the town and supplying such light to the citizens
thereof on such terms as the said the Burgess and Council shall prescribe,
and to pay for such plant or plants purchased or constructed in pursu-
ance of the provisions of this section, the Burgess and Council are author-
ized and empowered to borrow money on the faith and credit of the town
and issue bonds of the Burgess and Council of Boonsboro for the pay-
ment of the same in such denomination and to mature at such time and
to such an amount, and to bear such interest not exceeding six per centum,
as the Burgess and Council shall by ordinance prescribe, and levy taxes
for the payment of said bonds and the interest thereon; provided, that
before any action of the Burgess and Council in pursuance of the provi-
sions of this section shall be valid and effective, the ordinance providing
therefor shall be submitted to the approval of the qualified voters of the
town of Boonsboro, at an election to be held for that purpose in mode and
manner that other elections are conducted, and at a time specified by the
Burgess and Council, and four weeks' notice of such election shall be
given by the Burgess by handbills set up in at least twenty-five conspicuous
places in the town, setting forth the purpose and object of such action of
the Burgess and Council in pursuance of the provisions of this section;
and if at said election the majority of the votes cast shall be in favor of
such action of the Burgess and Council, then such action shall be valid
and effective; but if at said election a majority of the votes cast shall be
against such action of the Burgess and Council, then such action shall
be void and of no effect; and the Burgess and Council shall cause ballots
to be printed at the public expense, giving the voter a fair opportunity
to express his approval or disapproval of the action of the Burgess and
Council.

84. The Burgess and Council are authorized and empowered to enter
into contract with any person or persons, corporation or corporations, for
the purpose of securing lighting by gas or electricity, or otherwise, of the
streets, alleys and highways of the town and to levy taxes for the payment
of any expense incident to such contract.

85. Any Burgess, Assistant Burgess or Councilman who shall wilfully
neglect or omit to do any act required by this Act or by the ordinances
