assessments, and do all other things necessary in making such assessment;
provided, that any person or body corporate shall have the right to appeal
to the Circuit Court for Talbot county and Court of Appeals of Maryland.

468. The Commissioners of St. Michaels shall have full power to pro-
vide for constructing, opening, enlarging or straightening any sewer, gut-
ter or drain, public or private, through any private property upon giving
at least thirty days' notice in writing to the owner or agent of said pri-
vate property by leaving such notice at the usual place of abode of such
owner or agent, or by setting up said notice on the land or premises of
the intention to construct, open, enlarge or straighten sewer, gutter or
drain through said property.

469. The Commissioners of St. Michaels are hereby authorized and
empowered to pave, curb and otherwise improve the streets, alleys and
highways of the town of St. Michael's whenever the portion of the
cost of such improvements to be paid by said Commissioners of St.
Michael's can be paid from any part of the general funds of the town
not required for other town expenses. The said Commissioners are
hereby authorized to pay one-half of the cost of such improvements out
of said general fund, as above provided; and they are further author-
ized and empowered to levy and collect a pro-rata front foot assessment
against abutting property owners on the portion of the streets, alleys,
or highways improved under the provisions of this Act for the remaining
one-half of said cost; one-fourth of the whole cost of such improvements
being apportioned among the abutting owners on one side of the street,
alley or highway improved, and the remaining one-fourth being appor-
tioned among abutting property owners on the other side of the street,
alley or highway improved.

470. The said Commissioners of St. Michaels shall provide by ordi-
nance for assessing against property owners abutting on the streets, alleys
and highways so improved as aforesaid, the portion of the cost of the said
improvements to be paid by said abutting property owners, as hereinbefore
provided, and for the collection of the same by the town collector of
taxes as other assessments are levied and collected, and said property
owners shall be permitted to pay the amounts assessed against their
respective properties in equal portions in one and two years from the
date of said assessments, the deferred payments to bear interest from
said date.

471. The County Commissioners of Talbot County shall pay annually
to the Commissioners of the Town of St. Michaels, in Talbot County,
the sum of five hundred dollars ($500) out of the county taxes levied
