407. The County Commissioners for Talbot County shall include in
their annual levy of taxes upon the taxable property of said county a tax
of not less than fifteen cents on the one hundred dollars, to be used for
the maintenance, repair, construction and reconstruction of public roads
and bridges in Talbot county, which taxes shall be levied and collected
as are other county taxes. The said County Commissioners may levy and
appropriate such other and additional taxes as they may deem requisite
for the building of new bridges and the opening of new roads and for
repairing and reconstructing public roads and bridges in said county. All
the taxes levied and collected under this act shall be disbursed by the
said County Commissioners for use upon the roads and bridges in said
county in the manner hereinafter provided, and in no other.

408. The County Commissioners shall on or before the first day of
July, 1912, appoint same competent person to be known as the County
Road Engineer, who shall have a sufficient knowledge of civil engineering
to enable him accurately to make surveys, plats and specifications for the
grading, draining, maintenance, repair and reconstruction of public roads
and bridges in said county, and also do the necessary engineering work
for the rebuilding and construction of bridges and public roads, and who
shall have had at least two years' experience in engineering work on public
or quasi public work or roads, at a salary of not less than fifteen hundred
dollars per year, payable monthly; and the said County Road Engineer
shall hold his office for four years from the date of his appointment or
until his successor be appointed and qualified, unless sooner removed for
cause as hereinafter provided; and the said County Commissioners shall
make such appointment without reference to the political opinions of the
appointee.

409. The County Commissioners of Talbot County, whenever the office
of County Road Engineer shall become vacant by expiration of his term
of office, death, resignation or removal from office, shall appoint within
sixty days from the date of such vacancy some person to fill the same, and
in the manner and with the same qualifications as prescribed in section
408 of this sub-title, to hold office for four years from the July first imme-
diately preceding his appointment.

410. The said County Road Engineer shall not be liable to removal
from office during the term for which he is appointed for any reason other
than incompetency or neglect of duty upon the sworn complaint of six
or more resident taxpayers of Talbot county. Complaints of such char-
acter shall be filed in writing with the County Commissioners, who shall
set a day for hearing such charges and complaints, at which hearing the
County Road Engineer shall be entitled to be present with counsel, after
