guarding said lines; and it shall not be lawful for any person to take or
catch oysters north or inshore of said lines, except bona fide resident citi-
zens of Talbot county, who have been licensed to take oysters with rakes
or tongs in the waters of said county.*

380. It shall be unlawful for any person to use or employ any boat
or canoe licensed to take oysters with rakes and tongs, in the waters of
Talbot, Queen Anne's, Anne Arundel and Dorchester counties, in taking
or catching oysters with any implements or device other than ordinary
rakes or tongs with wooden shafts, to be used entirely by hand, and with-
out any ropes or hoisting gear whatever. Any person violating the pro-
visions of this section shall be liable to the penalties prescribed in the
public general laws, article 72, title "Oysters," section 22, for taking
oysters with rakes or tongs without license.

381. It shall not be lawful for any person or persons not citizens of
Talbot County to take oysters from the waters of Harris Creek or Harris
River, and Broad Creek, or Broad River, or the Great Choptank River,
north of a line beginning at a point on the shore of the farm on Tilgh-
man's Island, in said county owned by Mrs. Blanche L. Butler, said begin-
ning point being at the extreme north end of Vincent Neck Woods on
said Island, which said point is to be fixed on said shore by a permanent
marker as hereinafter provided, and running from said point from the
shore of Tilghman's Island in a straight line drawn eastwardly to a point
on the shore of the property in Ferry Neck in Talbot County to a house on
the property, known as the Morling House Farm, facing the waters of Irish
Creek; the beginning point shall be marked and monumented by a quali-
fied Surveyor or Civil Engineer to be appointed by the Commissioners
of Talbot County. And the County Commissioners of Talbot County
shall procure and have placed at the above terminals or points, substan-
tial, visible and permanent buoys or markers, together with such addi-
tional buoys or markers on said boundary line, when necessary to more
certainly define said line, in order that the said line may at all times be
easily seen, located and defined by the said dredgers and tongers, and
from either shore. The said waters north of said line shall be reserved
solely for the use of the tongers of Talbot County, and that the taking
of oysters in the said waters north of said boundary line above defined,
by the use of dredges or scrapes be and the same is hereby made unlawful
and prohibited.+

382. Any resident of Dorchester County desiring to take or catch
oysters with rakes or tongs for sale in any of the waters of Dorchester
