4626 ARTICLE 21.

373. All money arising from fines and forfeitures imposed by the
provisions of this sub-title of this Article in so far as said provisions relate
to the taking or catching of oysters in the waters in common between.
Dorchester and Talbot Counties, shall be paid to the sheriff or any constable
of said counties respectively, and by him or them be paid monthly to the
County Commissioners,, and said County Commissioners are authorized
to use such money, together with the sums received for said licenses, which
sums the clerks of said courts are directed to pay over monthly to the
County Commissioners of their respective counties after deducting there-
from his usual fees for issuing license and in providing police officers for
the proper enforcement of the provisions of this sub-title of these respective
Articles; and in case any surplus remains at the end of the fiscal year of
the said counties it shall be placed to the credit of the school fund of the
county wherein such fines and forfeiture were imposed.

374. The Comptroller shall, before the first day of October in each
year, furnish the Clerk of the Circuit Court for Dorchester and Talbot
Counties, respectively, two hundred licenses, each to be issued by said
Clerks, with the descriptions in said license of the boat and crew, the
number of the boat and the name of the person obtaining the license.
The said Comptroller shall also furnish to said clerks four hundred dupli-
cate numbers, each painted on canvas, the numbers on the licenses and
the canvas shall correspond for each county, and the licenses for Talbot
County shall be numbered from one to two hundred, and those for Dor-
chester shall be numbered from two hundred and one to four hundred, and
at the time of issuing said licenses the clerks, respectively, shall issue two
of the canvas numbers to correspond to the numbers of the licenses, and
the numbers on said canvas numbers shall be orange color, seven inches
long, and they shall be securely fastened by the captain or managing owner
of such boats, one on the starboard side of the jib and one on the port side
of the mainsail. The said owners shall also have the said numbers painted
on each side the bow of such boat in black figures on a white ground, and
at least five inches long.

In event that either of said clerks shall have demand for more licenses
and numbers than herein provided for, he shall make requisition on the
Comptroller as required, and the said Comptroller shall furnish the same.

375. It shall be unlawful for any person or persons to take or catch
oysters with scoop, scrape or dredge in the waters of Dorchester and Talbot
Counties, as now permitted by law, between the fifteenth day of March
and the first day of November next, and for a violation of the same shall be
subject to the fine and penalties as prescribed in section 368.
