same out of any funds in their hands unproportioned to special purposes;
and should said Commissioners of Oxford not have the necessary funds
to meet such drafts, then the said Commissioners of Oxford are authorized
to borrow upon the faith and credit of the town, or to raise by a special
tax, the funds necessary to meet such deficiency.

366. Said Oxford Utilities Commission shall have the right to open
streets for extending water mains without special permit, but notice must
be given the Commissioners of Oxford in writing, of an intention to make
such openings and to extend such mains, and the said Utilities Commis-
sion is required to have the openings carefully guarded to avoid accident,
and to restore and to comply with the requirements of the town as to
restoring the road bed or sidewalk in its normal condition.

367. Said Utilities Commission shall have full authority to sell to the
Commissioners of Oxford and to the inhabitants of Oxford and vicinity
the product of said Water System.

368. The Clerks of the Circuit Courts for Talbot and Dorchester Coun-
ties, respectively, shall, upon application of the managing owner, who
has been a resident of the county in which he shall apply for one year
next preceding such application, and to no other person, issue a license
to such resident to employ his boat, of a capacity of seven gross tons or
under, such capacity to be ascertained by rules of the custom-house
measurement, as hereinafter provided, in taking and catching oysters with
dredge, scoop or scrape in the waters of the Choptank River, in said
counties, for sale from the first day of November and the fifteenth day
of March next succeeding, both inclusive, on which last named day the
license shall expire; provided, that nothing in this section shall authorize
the taking of oysters with scoop, scrape or dredge above a straight line
drawn from the long wharf at Cambridge, known as Thomas' Wharf, on
the Dorchester shore, to the Bawclle House on the Talbot shore, imme-
diately opposite, or in any tributary of said river, above or below said
line; provided further, that the applicant shall pay such clerk the sum
of one dollar and ninety cents per gross ton, according to the capacity of
the vessel to be licensed, which capacity shall be determined by gross
tonnage; and all boats measuring less than five tons gross shall pay eight
dollars for said license, which shall be good for one season only, and shall
only authorize the catching of oysters between the first day of November
