term of office shall turn over all money, books and papers belonging to his.
office to his successor.

1914, ch. 263, sec. 97EE.

223. The salary of each Commissioner as such shall be $250 per an-
num, but the President shall receive $50 additional, and such salaries
shall be payable in quarterly installments and at the close of the fiscal
year, shall be apportioned on the books and in the report of the various
plants or systems in proportion to the gross income of the respective sys-
tems, and each Commissioner, before assuming the duties of his office,
shall take the same oath as is now prescribed for other officers of the town
of Easton, and said Commission shall meet for the transaction of business
at least twice a month and at such other times as it may be deemed neces-
sary.

224. The said Easton Utilities Commission shall be and they are
hereby directed and required to apply all the water rents and other reve-
nues which may be derived from the water works and the revenue from
the sewers, electric plant and other utilities to pay the expenses of properly
keeping up and operating said works, as directed by this Act and shall
pay over the surplus, if any remains, to the Mayor and Council of the
town of Easton semi-annually on or before the 20th day of March and the
20th day of September in each and every year, to be used by the Mayor
and Council for the payment of interest and for the redemption of the'
bonds bearing against each system; and if at any time the revenues shall
be insufficient for conducting and operating the said water works, sewer-
age system or lighting plant or other utilities, until the same shall become
self-sustaining, then said Easton Utilities Commission shall have author-
ity and are hereby empowered to draft upon the Mayor and Council to
meet such deficiency and said Mayor and Council shall honor the same
out of any funds in their hands unappropriated to special purposes, and
should the Mayor and Council not have the necessary funds or provision
therefor to meet such drafts, then the Mayor and Council are authorized
and empowered to borrow on the faith and credit of the town or raise by
a special tax the funds necessary to meet the deficiency.

225. Any person or persons designedly or negligently injuring the
water works, sewerage system or lighting plant, or any part thereof, or
attachment thereto, or obstructing the passage of water to or from the
water works or in any manner polluting the water required for said water
works at its source or at any point above or below said source, or who shall
designedly or negligently injure the machinery, apparatus or appliances
of any of the utilities owned by the town, shall be deemed guilty of a
misdemeanor and shall for every such offense forfeit and pay to the Mayor
and Council of Easton a fine not exceeding $100, to be recovered by said
Mayor and Council of Easton as other fines are collected.
