to be agreed upon with the Library Board of said Library in return for
services rendered by said Library, the nature and extent of such said serv-
ice to be stipulated in the contract agreed upon.

76. For the purpose of carrying out the additional obligations which
may be incurred under the provisions of the aforegoing section, the said
County Commissioners of Talbot County be and they are hereby author-
ized, and directed, in their discretion, to levy and collect annually, in per-
petuity on the assessable property of the County, a sum of money sufficient
to meet the obligations to be incurred by the said County Commissioners
of Talbot County under the provisions of the foregoing section.

77. At the general election of county officers to be held in November,
1905, and every six years thereafter, a County Treasurer shall be elected
by the qualified voters of Talbot County, who shall hold office for the term
of six years from the first day of June next following his election and
until his successor shall qualify.

Under Art. 17 of Md. Constitution he is now elected every four years.

78. The said Treasurer shall be the collector of all State taxes and of
all county taxes for whatsoever purposes levied or to be levied for or with-
in said county during the term of his office, or that may be placed in his
hands for collection, and he shall have full power, and it shall be his duty
to receive and collect all State and County taxes levied, as aforesaid, after
this Act shall take effect, and to put in his hands for collection, and all
money which may be due said county, with full power to enforce the pay-
ment of the same by sale or otherwise, as hereinafter prescribed, and to
convey title to any real or personal estate sold by him for the payment of
State and County taxes, in the same manner as prescribed by the succeed-
ing sections; and all taxes levied in said Talbot County after the first day
of January, 1902, for State and County purposes, shall be collected by
the County Treasurer.

79. The person so elected, before he enters upon the duties of the said
office, shall take an oath before the Clerk of the Circuit Court for Talbot
County faithfully to perform the duties of the same, and he shall also
execute a bond to the State of Maryland in the penalty of thirty thousand
dollars for the faithful performance of his duties as Treasurer and as
Clerk to the County Commissioners of Talbot County, and further condi-
tioned that he shall well and truly account for and be liable for any and
all money coming into his possession as Treasurer, or for which he shall
be answerable by law; which bond shall be secured by a fidelity or security
