4522 ARTICLE 21.

tion, under such rules and regulations as they may prescribe, any sum or
sums of money not exceeding one thousand dollars ($1,000.00) per year
for farmers' co-operative demonstration work in Talbot County, along the
same line as this work is or may be conducted by the United States De-
partment of Agriculture, and may conduct such work jointly in Talbot
County with the agents and representatives of the United States Depart-
ment of Agriculture, upon such terms and conditions as may be agreed
upon between the agent of the Department of Agriculture of the United
States and the Board of County Commissioners of Talbot County.

71. They are authorized and empowered to lease or rent the privilege
of building wharves at or upon any of the public landings belonging to said
county, to any person, firm or body corporate or politic of this State, under
such terms, regulations and limitations as they may deem proper.

72. The person, firm, body corporate or politic, to whom they may
lease or rent the privilege of building wharves as aforesaid, shall have full
power and authority to charge and collect from all vessels of every de-
scription whatsoever, using said Wharves, the same reasonable tolls or
wharfage that are now sanctioned by law or usage in this State, to be col-
lected in the same manner as other small debts are recoverable.

AUDIT OF BOOKS.

73. The County Commissioners for Talbot County shall cause to be
audited all of the books and accounts of the said County Commissioners
for Talbot County and all of the books and accounts of the Treasurer for-
Talbot County once in each and every year, and to cause the result of said
examination or audit to be published once a week for two successive weeks
in some newspaper printed and published in Talbot County, which said
audit shall be accepted as the County statement of expenditures and pub-
lished in lieu of any other statement.

74. The costs of the said audit or examination shall be levied for and
paid out of the taxes of said County.

The first audit or examination to be made hereunder shall be made dur-
ing the year Nineteen Hundred and Fifteen.

hereby authorized, in their discretion to enter into a contract with the
