4486 ARTICLE 20.

provisions of this Section shall be disbursed by the said County Commis-
sioners of Somerset County upon the roads and bridges in said County,
and in the manner hereinafter provided, and in no other way.

372. The Chairman of the State Roads Commission and Director of
Public Works shall, on or before the second Tuesday in December, in each
and every year, beginning on the second Tuesday in December in the year
nineteen hundred aud twenty-four, appoint some competent person, who
shall have sufficient knowledge and experience, in the estimation and judg-
ment of the Chairman of the State Roads Commission and Director of
Public Works to enable him to discharge properly the duties of grading,
draining, maintaining, repairing and reconstructing the public roads and
bridges of said County, County Road Superintendent for Somerset County,
at a salary not to exceed one thousand fire hundred dollars ($1,500) a
year, payable monthly; and the said county road superintendent shall hold
his office and be paid for his services from the first day of January next
succeeding his appointment for one year, unless sooner removed, as here-
inafter provided.

373. The said county road superintendent shall be subject to removal
from office at all times by the said Chairman of the State Roads Commis-
sion and Director of Public Works, in his discretion, and the said county
road superintendent shall not be entitled to receive any salary from the
date of such removal.

374. The County Road Superintendent thus appointed, before he
enters upon the duties of his said office, shall take an oath before the Clerk
of the Circuit Court for Somerset County, that he will faithfully perform
the duties of the same, and he shall also execute a bond to the State of
Maryland in the penalty of fifteen hundred dollars ($1,500) for the faith-
ful performance of his duty as County Road Superintendent for Somerset
County.

375. The County Road Superintendent shall be a taxpayer and voter
in Somerset County during the term of his office, and shall have and take

charge of all public roads and bridges in Somerset County, and shall make
all specifications for the building of new roads and bridges, and shall see
that no obstruction, hindrance, or injury is or shall be permitted upon
any road or bridge under his supervision as aforesaid. It shall be his duty

at all times to keep all the roads and bridges in Somerset County in rea-
sonable repair and in good and safe condition, and to that end he shall
employ such help, teams and implements and purchase such material as
