before making such levy, and they shall once in every three years here-
after, if they think proper, cause new assessment to be made in manner
aforesaid.

317. If any owner of property, assessed in said town, shall be aggrieved
by the assessment made by said assessors, he may appeal to the president
and commissioners, who may make such deductions therein as to them may
seem just and reasonable.

318. Annually on the first Monday in July, they shall appoint one or
more bailiffs and prescribe his or their duties, and award such compen-
sation as they may judge right for services required, and full power is
hereby given said commissioners to discharge the bailiff for misbehavior
or neglect of duty.

319. The bailiff or bailiffs, before entering upon the duties of his or
their office, shall take and subscribe an oath before any one of said com-
missioners, to faithfully and impartially discharge the duties of his office
without favor, affection or prejudice, and shall give bond in the penalty
of five hundred dollars, in the same manner as the several constables of
the county, and shall within the limits of said town have all authority of
a constable, and shall enforce all ordinances of the president and com-
missioners. The president and commissioners may also, once a year, ap-
point a suitable person residing iu said town to collect taxes by them
levied or assessel, who, before he proceeds to act, shall take an oath before
a justice of the peace that he will faithfully and impartially execute the
office of collector of town taxes within the town of Princess Anne; said
collector shall also give bond to the president and commissioners in such
penalty and with such security as they shall direct and approve, which
bonds shall be in form, as nearly as possible, the same as that given by
collectors of county and State taxes; but nothing herein contained shall
prevent the president and commissioners from appointing the same person
to be both bailiff, constable and collector.

320. The said bailiff and collector shall attend the meetings of the
commissioners whenever they shall be required, and shall perform such
services as may from time to time be directed by them.

the grades of the streets, lanes and alleys of the town, and to remove all
obstructions therefrom.
