108. If the Commissioners of Crisfield shall at any time hereafter, by
virtue of competent authority, sell the water works system now owned and
operated by the town of Crisfield, then the said the Commissioners of
Crisfield be and they are hereby authorized to contract with any person,
persons or corporation to furnish water for the protection of the property
in said town against damage and destruction by fire, upon such terms
and for such length of time as may be agreed upon.

109. There is hereby levied and imposed a tax or assessment of one
dollar and ten cents per front foot upon all landed property in the City
of Crisfield, adjoining or abutting upon each side of Maryland Avenue
from Ward's Crossing to the Pennsylvania Railroad Crossing at North
Fourth Street and on each side of Chesapeake Avenue from the corner
of North Fourth Street to the corner of Somerset Avenue, and on each
side of North Fourth Street from the Pennsylvania Railroad Crossing to
the corner of Main Street, said property having been specially benefited
to the extent of one dollar and ten cents per front foot by the construction
heretofore made of a concrete pavement or roadway sixteen feet wide in
the central portions of said streets; provided, however, that in the case of
any corner property abutting upon or adjoining the said improved por-
tions of two of the aforesaid streets, one in the front and the other on
the side of said corner property, one-half of the number of lineal feet of
said property abutting on the highway on the side, shall be exempt from
the tax under this Act.

110. The Mayor and Council of Crisfield is hereby authorized and
directed to proceed forthwith to list all landed property abutting on said
portions of said streets and to determine the amount of the total assess-
ment due from each owner or owners thereof, at the rate of one dollar and
ten cents per front foot as aforesaid, but before reaching such determina-
tion and finally ratifying the total amount of such tax or assessment due
from each owner or owners, the said Mayor and Council of Crisfield shall
give notice of at least ten days by publication in some newspaper published
in said Town of Crisfield, of the time and place when any owner or own-
ers of said property may appear before said Mayor and Council and be
heard in reference to the amount of said total assessment upon their said
property according to said front foot rule of assessment and to the liability
of said owner for said tax, provided that in determining the total amount
of such tax or assessment due from each of said owners the said Mayor
and Council of Crisfield shall credit to the total amount assessed against
each piece or parcel of property any sum heretofore paid upon such piece
or parcel of property, under the said assessment heretofore made by the
ordinance of said Mayor and Council of Crisfield, proposed on the seven-
