if there be any, shall be paid by said County Commissioners to said Road
Commissioners of Eastport, which shall be used for the purposes herein-
after set forth, which said road tax shall be in lieu of all road taxes to
be levied on said property and no other road tax shall be levied on the
same.

The said Road Commissioners shall have the power to grade, fill and
drain the streets and roads of said town, or to do anything, which in their
judgment will improve the said streets and roads, and shall have absolute
control over the same. They shall have the power to make all necessary
contracts for the purposes set forth; but before any contract shall be con-
summated, it shall be first referred to the County Commissioners of Anne
Arundel County for approval; and the said County Commissioners shall
keep a record of all contracts made by said Road Commissioners; but in
no event shall the contracts exceed the amount realized from said levy of
seventy-five cents, and the said Road Commissioners shall have no power
to bind or obligate the said County Commissioners for any contract or
contracts for an aggregate amount in excess of the amount of taxes realized
from said levy or levies of said seventy-five cents.

The County Commissioners shall have the power to pass any rules or
regulations that they find necessary in order to make this Act operative
and to carry out the purposes thereof; and in the event that the said
County Commissioners shall fail to procure the services of suitable per-
sons to act as said Road Commissioners, then the County Commissioners
shall have absolute control and cause the taxes hereby directed to be levied
to be expended and laid out to the best advantage for the roads and streets
of the said town, and the expenses of the Anne Arundel County Sanitary
Commission.

Nothing in this Act shall be construed to relieve the County Commis-
sioners of Anne Arundel County from the liability and responsibility of
maintaining the abutment at the end of Spa Creek Bridge the expense
of which shall be paid from the General Tax Fund, as now provided.

263. Anne Arundel County is divided into eight election districts
according to their present bounds and limits, and all elections for public
officers shall be held in each of said districts at the places now established,
or that may hereafter be established by law for that purpose.

By ch. 22 of the Acts of 1839 the territory comprising the Seventh Election Dis-
trict was established as "Howard District of Anne Arundel County," and by
Section 1 of Article 8 of the Constitution of 1851 this district was made Howard.
County.
