public road, the material of which shall be deemed necessary or to be used
in constructing or repairing any county or public road, bridge or drain
in the same manner as in this section provided for the opening, closing,
extending, widening and straightening of county or public roads, bridges-
or drains.*

186. The County Commissioners shall require the County Road Engi-
neer and it shall be the duty of the Road Engineer to submit a building
and repair estimate or programme for roads immediately after each sale
of Road Bonds and on the fifteenth day of April, 1922, to the County
Commissioners, which estimate or programme shall set forth in detail,
the roads to be repaired with estimated costs of laying out, opening, ex-
tending and making new roads, and for altering, straightening, widen-
ing, grading, improving or closing up in whole or part any existing road,
and for removing trees, posts and other obstructions, and for building or
laying out public bridges or drains, also estimated costs of graveling the
roads proposed to be repaired or constructed as set forth in this annual
programme, which programme shall be approved or amended and approved
after mature consideration of the County Commissioners and the action-
taken by said County Commissioners shall be entered on the minutes of
the board. This estimate or programme when approved by the County
Commissioners shall be open for inspection during office hours of the clerk
to the Board of County Commissioners.

187. There shall be a system of free public roads and bridges in Saint
Mary's county, and all matters affecting the roads and bridges in said
county shall be under the control of a Board of Road Commissioners, as
created by this act, except such portions of the roads as the State Road
Commission shall determine to build.

188. The Board of Road Commissioners hereby created shall be com-
posed of three persons who are made a body corporate under the name
and title of the Board of Road Commissioners of Saint Mary's County,
with power to sue and to be sued, to acquire and convey land and to do
such other corporate acts as may be necessary in carrying out the provi-
sions of this act. Their powers, duties and obligations with respect to
the public roads and bridges in said county shall be coextensive with the
powers, duties and obligations heretofore resting upon the County Com-
missioners of said county with respect to the public roads and bridges of
said county except so far as the same may be modified or changed by the
provisions of this act.

*Sec. 11, ch. 358, 1920, repealed all laws inconsistent therewith.
