4304 ARTICLE 19.

reference, with the clerk of the circuit court for the county, who shall at
the ensuing March term of the circuit court, and at every March term
thereafter lay the report, presentment and proceedings had thereon at the
preceding September term, before the grand jury of said March term; and
said grand jury shall thoroughly examine and maturely consider the same,
and make to the court, during its session, a presentment of their views and
opinions as required in all particulars of the grand jury of the September
term, which presentment, and any recommendations accompanying it, and
order of the court, if any, shall be filed with the clerk of the county for
future reference and inspection.

54. The county commissioners are empowered and directed to cause
an insurance against fire to be effected on the public buildings of the
county, in some good and reliable company, preference being given to the
Montgomery county mutual fire insurance company.

55. They shall authorize and direct at their first meeting after their
election and qualification and not later than the year eighteen hundred
and ninety-one and thereafter, to elect by a majority vote a clerk to said
board who shall serve as such for a term of two years and until his suc-
cessor is elected and qualified. The clerk shall receive an annual salary
of one thousand ($1,000) dollars.

56. It shall be the duty of the Clerk to the County Commissioners,
in addition to the duties now imposed by law on him, to keep accounts in
well bound record books, to be purchased by the County .Commissioners,
said books to be properly titled and similar in quality to the permanent
record books used in the office of the Clerk of the Circuit Court for St.
Mary's County, of the amounts received from levy, sale of bonds or from
any source whatsoever by the County Commissioners and showing to whom
and for what purpose the amounts raised by said levy, sale of bonds or
receipts from other sources were disbursed. He shall present to the board
of the County Commissioners at each and every meeting a balance sheet
showing balance of cash on hand in each and every account kept by him
and also the sum total of and the totals of the amounts of each class of
County Certificates issued by him for all purposes whatsoever.

57. Before any deed for the conveyance of real estate in St. Mary's
County shall be received for record by the Clerk of the Circuit Court
thereof, the person offering said deed for record shall submit the same
to the Clerk to the County Commissioners of said County, who shall there-
upon make transfer on the County Assessment Books of the said prop-
erty to the name of the grantee or grantees named in said deed, and as
