32. The bailiff shall make all collections required of him, and pay
the same to the clerk or treasurer, at once, upon the collecting of same
and within sixty days from the time the tax bill is placed in his hands.

33. The bailiff shall attend the meetings of the Commissioners and
perform such duties as may be required of him; shall preserve the peace
and good order of the town, and for this purpose is invested with the
same power and authority as any constable has under the laws of this
State.

34. The president shall preside at all the meetings of the Commis-
sioners, and shall have all the powers and authority of a justice of the
peace in any matter wherein the Commissioners are a party, and shall
receive the same fees allowed justices of the peace in similar cases; and an
appeal from his judgment wherein the fine or demand exceeds five dollars
may be taken to the Circuit Court for St. Mary's County, which shall hear
and examine and determine the matter as upon appeal from justices of
the peace.

35. The bailiff shall be paid the same fees for making distress for
taxes as are allowed County collectors; and for making arrests or serving
process for violation of any ordinances of the corporation, the same as are
allowed constables for similar services; and in any case wherein the
bailiff fails to discharge any duties of his office he may be fined not to
exceed ten dollars for each offense.

36. Any fines, penalties or forfeitures imposed by this charter or by
any ordinances of the Commissioners may be collected by proceedings in
the name of the Commissioners or under warrant of a justice of the
peace; and the same president or justice of the peace shall have the power
to commit the offender to the County Jail on failure to pay such fines or
forfeitures until the same shall be paid, with costs.

37. The Commissioners shall not expend or contract to expend in any
one year more money than the revenues for that year.

38. The Commissioners for the County, justices of the peace, sheriff,
constable, and all State and County officers shall have, hold and exercise
their offices and jurisdiction, in said town as if this charter had not been
granted; and the County Commissioners of St. Mary's County shall, on
or before the first day of January, in the year 1915, and on or before the
