ballots used may be such as were used at elections prior to the adoption
of the "Australian System." The said judges of election shall certify
to the County Commissioners the result of said election, and the three
candidates receiving the greatest number of votes, they shall be declared
elected, but said judges of election shall receive no compensation for their
services.
The first election shall be before J. F. Coad, W. F. Chesley and W.
Riggs MacGill, who are hereby appointed judges for that purpose.

21. Said Commissioners shall annually appoint a clerk, who may also
be treasurer, and who shall keep the minutes of the proceedings in a well-
bound book, which shall be open at any time to the inspection of any one
interested. If said Commissioners shall appoint the clerk treasurer, the
clerk shall give a bond in such sum as the Commissioners shall deem
proper, and shall pay out the money that shall come into his hands only
on the order of the Commissioners, which order shall plainly appear in
the minutes.

22. The Commissioners shall annually appoint a bailiff and such under
bailiffs as may be necessary.

23. The Commissioners shall allow their clerk and bailiff such com-
pensation as they shall think proper.

24. The Commissioners and all other officers of the corporation, in-
cluding judges of election, shall, before entering upon the duties of their
respective offices, make oath that they will diligently and faithfully to the
best of their ability, skill and judgment, perform their duties of office,
and shall file a certificate of the same among the records of the corporation.

25. The clerk and bailiff shall give bond in such sum as may be deemed
proper by the Commissioners for the faithful performance of their re-
spective duties.

26. The Commissioners shall receive all returns of election and shall
determine all questions arising thereon, but any person feeling aggrieved
by such decision, may appeal therefrom to the Circuit Court for St.
Mary's County, which Court shall hear and determine such appeal and
who shall pay the cost thereof.

27. The Commissioners may pass such ordinances not inconsistent
with the laws of the State, as they may deem beneficial to the town; may
