upon all exhibitions, circuses, menageries and other amusements for gain,
as the said commissioners shall think reasonable.

165. They are also empowered to hear all grievances and complaints,
and they shall have the power to remit any fine or penalty imposed under
any ordinance of the corporation, except in cases tried before a justice of
the peace, in which case the right of appeal to the circuit court for the
county shall be the proper remedy.

166. In case of condemnation of any land or parcel of ground, they
shall in all cases be governed by the laws, rules and regulations now made
and used by the county commissioners in cases of condemnation of land
for opening and making roads or closing them.

167. The treasurer to the board of commissioners shall give bond in
the sum of five hundred dollars, with two sureties, and shall pay out, no
moneys except upon the warrant of the president of the board of com-

168. He shall make a full report of all moneys received and paid
out by him every three months, and surrender the funds, books, vouchers
and all other documents in his possession belonging or pertaining to the
corporation of Church Hill, within one week after the expiration of his
term as treasurer, to the commissioners or his successor, under a penalty
of five dollars.

169. All certificates of election, appointment and oaths of commis-
sioners and their employees, shall be recorded in the book wherein are
recorded and kept the proceedings of the commissioners; also, an accurate
account of moneys paid into the treasurer's hands, and of moneys by him
expended upon proper vouchers; and all such vouchers, certificates and
bonds shall be properly preserved by the board of commissioners.

170. It shall be the duty of the commissioners, other than the treas-
urer, to examine the reports and vouchers of the treasurer to the commis-
sioners every three months, and in case of fraud, the remaining two com-
missioners are empowered to expel said treasurer from their board as a
commissioner, and to bring suit in the name of the commissioners against
said treasurer and his bond for the recovery of moneys due the corpora-
tion.
