158. In addition to the power conferred upon the Commissioners of
Church Hill by laws heretofore passed, the Commissioners of Church
Bull shall have full power to contract with any firm, corporation, indi-
vidual, or group of individuals for such period of time as the Commis-
sioners of Church Hill may by ordinance provide, for the introduction in
the town of Church Hill of gas pipes, electric wires or conduits, waster
pipes, mains, pumping stations and reservoirs, for the use of the said
corporation its streets and alleys, and for the use of the residents of said
town of Church Hill, and by ordinance to grant franchises to any such
firms, corporations, individuals or groups of individuals to lay gas pipes,
conduits, erect electric power poles, string wire, lay water pipes or mains,
erect pumping stations and reservoirs for the purpose of supplying said
municipal corporation or the residents of the town of Church Hill gas or
electricity and water; and the ordinances or contracts granting such fram-
chise or franchises shall specifically set out the nature, right and character
of same, and no power or right not expressed in the franchise or grant
shall pass thereunder.

159. The Commissioners of Church Hill shall have full power to reg-
ulate the erection, installation and use of gas pipes, electric wires, con-
duits, electric power poles, water pipes and mains, pumping stations and
reservoirs of water within the limits of the town of Church Hill; and no
firm, corporation, individual or group of individuals shall use any street,
lane, alley or thoroughfare or public; land of said town for any gas pipes,
electric wires or conduits, electric power poles or lines, water pipes,
mains, or reservoirs without the consent of the Commissioners of Church
Hill first had and obtained by ordinance for that purpose passed and
approved, and any electric wires, gas pipes, conduits, electric lines, and
poles, water mains or pipes, pumping stations and reservoirs hereafter
placed upon, in or under 'any of the streets, lanes, alleys, thoroughfares or
public land of said town without the consent of the Commissioners of
Church Hill shall be deemed a nuisance.

160. The Commissioners of Church Hill shall have full power and
authority to grade, curb and pave, or cause to be graded, curbed or paved,
all sidewalks, gutters and sewers which, in their judgment, the public
convenience may require, and from time to time, if necessary, to change
or alter the grade of any streets already graded, and to repave or repair
any sidewalks, gutters or sewers whenever and with whatever kind of
material they may require, and to collect the expense of grading, curbing
and paving or otherwise improving the same, as directed in the next suc-
ceeding section.

161. Whenever the person or persons owning the property fronting
