4202 ARTICLE 18.
Whenever there shall be default in the payment of taxes on personal
property, and the bailiff shall have levied upon the same for non-payment
of said taxes, the bailiff is authorized to sell said property at public sale
after he shall have given notice by advertisement published once a week
for two successive weeks prior to the day of sale, in some newspaper pub-
lished in Queen Anne's County.
The advertisement and costs of sale shall be same as provided for the
sale of real estate for taxes. All sales of personal property for non-pay-
ment of taxes thereon shall be made on or before the second Saturday o£
February next succeeding the year for which said taxes shall be due.

153. He shall preserve order, keep the peace, serve process, abate and
remove nuisances, and execute all order's of the board of commissioners,
and he shall have power to command the peace, arrest offenders, collect
all monies due the corporation, and do all such acts and perform such
duties as are generally performed by constables within the limits of the
town, and in matters pertaining to its government.

154. All offenders under any of the ordinances, rules, regulations or
by-laws, which shall have been duly passed by the commissioners, shall,
upon conviction before any justice of the peace, be subject to commitment
to the county jail, not exceeding ten days, in default of payment of the
fines and costs.

155. The commissioners shall be especially empowered to make or pass
rules, ordinances, regulations and by-laws prohibiting the use of profane
language, drunkenness and fighting, and to prevent all kinds of stock from
running at large within the corporate limits of the town.

156. All suits at law for the violation of any of the rules, ordinances,
regulations and by-laws of the town, shall be brought in the name of the-
commissioners against offending parties; and all fines recovered in such
suits at law, for the breach of any rule, ordinance, regulation or by-law
of the corporation, before any justice of the peace for Queen Anne's
county, shall be collected by said justice of the peace and paid over to the-
treasurer of the board of commissioners within ten days after the collec-
tion of the same.

157. The commissioners are authorized and empowered to purchase-
not exceeding two acres of land within one mile of the limits of the town,
whenever funds sufficient shall have accumulated in their hands, over and
above the current expenses of the corporation.
