141. The judges of election shall in all respects act and do as judges,
of a regular State election, and issue certificates, signed by said judges, or
a majority of them, attested by the clerks of election, of the parties elected
as commissioners; and said certificates shall be recorded in a well-bound
book, to be provided by the commissioners; in which book shall also be
kept the proceedings of every official meeting held by said commissioners,
and which shall be open for inspection to all interested.

142. Should any vacancy occur in the board of commissioners, from
any cause whatever, during the year, the remaining members of the board
are authorized to fill such vacancy by appointment of a qualified person
for the unexpired term of said office.

143. The commissioners, after having duly qualified, shall assemble
at some place within thirty days after their election, of which meeting
public notice shall be given by them; and at said meeting they shall elect
a president, treasurer and clerk, authority being hereby granted to them
to appoint some one as clerk who is not a member of said board of com-
missioners ; and they shall also appoint a bailiff or bailiffs, and prescribe
the duties of bailiff or bailiffs and clerk, and fix their salary, and they
may discharge or dismiss them at their pleasure.

144. The clerk to the commissioners, before entering upon the duties
of his office, shall make oath before the commissioners, or a justice of the
peace, that he will faithfully perform his duties.

145. The commissioners shall require and take a good bond from each
bailiff, in such penalty as they shall think sufficient; and each bailiff shall
make oath before the commissioners, or a justice of the peace, that he will
faithfully and impartially perform all the duties of his office, according
to the best of his skill and judgment.

146. They shall appoint three judicious citizens to assess at a fair
valuation all the real and personal property within the corporate limits of
the town, during the months of May and June of every year, if in their
judgment it be necessary.

147. The citizens appointed by the commissioners to assess the real
and personal property within the corporate limits of the town, before
entering upon the discharge of their duty, shall make oath before the com-
missioners that they will faithfully and honestly, without prejudice or
partiality, fear or favor, discharge the duties of such assessors.
