drainage, with said sewerage system, and to forthwith either seal up or fill
up their privy sinks, wells, cesspools, drains or sewage receptacles, and to-
abandon the nse of the same, under the direction and control of the Town
Commissioners of Centreville. And full power and authority is hereby
conferred upon the Town Commissioners of Centreville to provide by
ordinance or ordinances fines and penalties for the failure, neglect or
refusal of the owners or occupants of such premises to seal up or fill up
such wells, privy sinks, cesspools, drains or other sewage receptacles, or
to submit to the sealing up or filling up same at the expense of the said
owners or occupants.*

134. The Town Commissioners of Centreville shall have full power
and authority to fix from time to time schedules of rates for the use of
said sewerage system by the owners and occupants of private residences
and other buildings, and to collect said raites in the same manner as taxes
are now collected, and the income or receipt from the use of said sewerage
system shall be kept separate from the other funds of said corporation,
and shall be known as "Sewer Rent Fund," and shall be first applied to
the cost of maintaining or keeping in repair said sewerage system, the
balance at the end of each year to be applied to the payment of the interest
on sadd bonds and to the payment of said bonds as same shall fall duer
and for no other purpose whatsoever.

135. The citizens of the town of Church Hill are created a body cor-
porate, by the name of "The Commissioners of Church Hill," with all the
privileges of a body corporate, and may have a common seal and per-
petual succession, and may sue and be sued, plead and be impleaded in
any court of law or equity.

136. The bounds and limits of Church Hill shall be as follows: begin-
ning at the south side of William Barcus' mill-house and running thence
along the north edge of the mill stream to a cedar tree on the lines of
William Barcus, Dr. T. H. Green and B. E. Cook; thence in a straight
line to a stone planted on the northwest corner of the Episcopal church
property, marking the boundary of said property and the property of Dr.
T. H. Green and B. E. Cook; thence in a straight line to the northwest
corner of T. W. Trenchard's stable; thence in a straight line to the north-
west corner of the lot belonging to the public school property at the stream
known as Taylor's branch; thence by and with said stream in an easterly
