116. The Town Commissioners of Centreville shall have full power
and authority to make all contracts for the purchase or construction and
erection of said plant, and for the maintenance of the same; to purchase
all supplies and materials needed in conducting, maintaining and repair-
ing the same and for the extension and enlargement of same to meet all
legitimate demands; to employ such superintendents, firemen, workmen
and other employees as may be necessary and proper to carry on said plant
and to fix their compensation; and to do all acts necessary to carry out
the provisions of this act and the accomplishment of the objects thereof.

117. The Town Commissioners of Centreville shall have full power
and authority to acquire by purchase, lease, gift, devise, or by condem-
nation in the manner prescribed in Sections 331 to 337, inclusive, of
Article 23 of the Code of Public General Laws of Maryland, any land or
interest therein, any pole line, with its equipment of wires, switches,
lamps, etc., already erected for electrical purposes, in the town of Centre-
ville aforesaid, or in Queen Anne's county beyond the limits of said town,
which may be needed for the construction, operation and maintenance of
said plant and the sale and transmission of electrical energy or current.

118. The Town Commissioners of Centreville shall have full payer and
authority to furnish and supply the citizens, inhabitants and corporations
of said town, and of the vicinity of the said town within the limits of
Queen Anne's county aforesaid in its discretion, with electric power and
energy for all purposes; to sell electric power and current and to provide
for its transmission to points of consumption in said town or in Queen
Anne's county aforesaid beyond the limits of said town; to fix and estab-
lish, and from time to time change schedules of rates and charges for said
electric power and energy; to make from time to time rules and regula-
tions in regard to the collection of said rates, the furnishing and supply-
ing or discontinuing of any electric service to the consumer thereof or
the use thereof by consumers, including all connections made with build-
ings of consumers, but no service of electric power shall continue to be
furnished to any consumer if such consumer shall be in arrears for thirty
days on account of electric service furnished by said corporation.*

119. The treasurer of the board of commissioners of said corporation
shall perform the duties of collecting the sum or sums of money due by
consumers for electric service according to the regulations of said cor-
poration, and all sums so collected shall be kept separate from the other
funds of said corporation, and as collected shall be deposited by said treas-
