4184 ARTICLE 18.

Five Dollars for each and every survey, plat and description so made and
delivered, said sum to be fixed by the Town Clerk in each case after con-
sideration of the work involved therein, and to be taxed as part of the
costs and paid out of the proceeds of sale of such land, or by the delin-
quent taxpayers, if payment is made before the day of sale; and the Town
Clerk shall direct the surveyor where to locate the part of said property
to be sold and shall file the plat and description thereof, with his Report
of Sales to the Circuit Court for Queen Anne's County; provided, that if
a delinquent taxpayer is assessed with more than one lot in said town,
only such number of lots shall be sold as may be necessary to discharge
all taxes in arrear, interest and costs, with which such taxpayer may be
charged.

78. In case of a vacancy by death, resignation, refusal to serve or
neglect to qualify, or give bond, or by disqualification, or removal from
the town of any Town Clerk appointed under this Act, or by removal or
dismissal of said Town Clerk by the said Town Commissioners of Centre-
ville, the said Commissioners shall appoint a person to be Town Clerk
for the remainder of the official term, and the Town Clerk so appointed
to fill the said vacancy or unexpired term caused by any of the aforesaid
causes shall have all of the powers and authority of the Town Clerk he
succeeds, and may complete the duties of said preceding Town Clerk as
fully as if said Town Clerk could have done had he completed the term
for which he was appointed. All books, papers and documents belonging
to the office of Town Clerk are the property of said town of Centreville,
and at all times subject to examination by said Town Commissioners or
any of them, and the said Town Commissioners shall allow said Town
Clerk all necessary expenses incident to the collection of the taxes herein-
before provided for, including the premium on his bond required to be
given, provided he shall first obtain an order therefor from said Town
Commissioners.

79. The intention of this Act is to facilitate and expedite the collec-
tion of taxes in the town of Centreville, and thereby generally to promote
the business of the Town Commissioners in said town, and for that pur-
pose all provisions of this Act shall be literally construed and all powers
belonging to collectors of taxes of said town at the date of the passage of
the Act of 1896, Chapter 294, so far as the same are not inconsistent with
the provisions of this Act and its purposes, and so far as the same will
facilitate the Town Clerk of said Town in the discharge of his duties
hereunder, shall be possessed by and are hereby given to said Town Clerk,
but he shall not by implication be held to possess any of the powers of
such collectors as might tend to delay him in the discharge of his duties,
or render the purposes of this Act more difficult; and it is hereby further
provided that nothing in this Act shall be construed to affect the rights,
powers or duty of the said Town Commissioners or the collector of taxes
