monston Road, a north and south line from Edmonston Road to the inter-
section of the south boundary of Vansville Election District with the road
extending easterly and northeasterly from the intersection of Edmonston
Road and Jefferson Avenue, south boundary of Vansville Election Dis-
trict, east boundary of Bladensburg Election District, north boundary of
Kent Election District, Bald Hill Branch, Washington, Baltimore and
Annapolis Electric Railway, Ardmore-Brightseat Road, Bladensburg-
Marlboro Road to Brightseat, thence private road through farm of C. M.
Roberts, southerly to northeast corner of Seat Pleasant Election District,
and the east and south boundaries of Seat Pleasant Election District, be
and the same are hereby incorporated, for the purposes hereinafter set
forth, to be known as the "Washington Suburban Sanitary District."

1014. The Town of Gaithersburg, in Montgomery County, as the same
is defined by its corporate limits and the adjoining community of Wash-
ington Grove as the same is denned on the plat thereof recorded among
the plat records of Montgomery County, Maryland, is hereby brought
within the jurisdiction of the Washington Suburban Sanitary District
Commission and shall for all of the purposes set forth in Chapter 122
of the Acts of 1918 and amendments thereto be considered a part of the
Washington Suburban Sanitary District. The Commission may when-
ever it deems it advisable construct a water and sewer system or systems,
either or both, in any or all parts of the territory hereinbefore described
and said water or sewer systems or any extensions thereto shall be taken
and considered as a part of the Commission's general system and subject
to all of the rules and regulations, assessments and benefits affecting the
same as the said territory for the purposes of direct tax or any or all of
the provisions of the said Chapter 122 of the Acts of 1918 and amend-
ments thereto shall be taken as and treated as if the said territory were
within the original boundaries for the said Sanitary District, provided,
however, that no land tax shall be levied by the County Commissioners
of Montgomery County against the territory in either of said territories
nor shall the Commission levy any tax, assessment or benefit charge within
said territories until such time as the construction of a water and sewer
system or either is actually begun in the said communities, or either of
them.

1015. Eor the purpose of carrying out the provisions of this subtitle,
said Sanitary District shall be under the jurisdiction of a Commission of
three members, one to be appointed by the County Commissioners of
Montgomery County, one by the County Commissioners of Prince George's
County, both upon the recommendation of the State Board of Health of
Maryland, and the third to be named by the Governor of Maryland, the
first appointments hereunder to be made on or before May 1st, 1918, upon
which date the terms of office shall begin. All appointees shall be residents
and taxpayers of said Sanitary District, and shall serve for four years, or
until their successors are appointed and have qualified. Upon the expi-
ration of the terms of the members of said Commission, their successors
