4038 ARTICLE 17.

P. L. L., 1888, Art. 17, sec. 269. 1912 Code, sec. 504.

856. Each commissioner so elected, before proceeding to act, shall
make oath before a justice of the peace for Prince George's County, that
he will discharge his duty as commissioner to the best of his skill and
judgment, without favor, affection or partiality; a copy of which oath,
with the certificate of the justice administering the same, shall be entered
in a book to be kept by said commissioners.

857. They shall meet from time to time and may pass such ordinances
not contrary to law, as they may deem necessary for the proper regulation

of the village; to remove all nuisances and prevent all local causes of dis-
ease; to suppress and prevent all disorderly and riotous conduct by fine
and imprisonment, and to compel each citizen and non-citizen property
holder in said village to pay his rateable proportion of the expenses in-
curred in carrying into effect the said ordinances.

858. All by-laws and ordinances passed by the said commissioners,
together with all their proceedings, shall be entered in a book to be kept
for that purpose, and shall be opened to the inspection of any person in-
terested therein, and copies of all ordinances and by-laws shall be set up
in the most public places in said village.

859. The said commissioners may require the services of any constable
within the election district in which the said village is situated, whose

duty it shall be to enforce the ordinances and by-laws of the commission-

ers when required, and who shall, for every neglect or refusal so to do, be

subject to a fine of not less than one or more than five dollars, to be recov-
ered in the name of the said commissioners, before a justice of the peace
for said county, as small debts are, and applied to the benefit of said vil-
lage; and the constable shall be entitled to the same fees, for services ren-

dered under this section, as he is entitled to for similar services in other

cases.

860. All fines imposed under the ordinances and by-laws of the said
commissioners, shall be recoverable in the name of the said commissioners,
before a justice of the peace for said county as small debts.

861. The said commissioners shall receive no compensation for their
services.
