3930 ARTICLE 17.

1912, oh. 695, sec. 204.

613. In case of a failure to elect a Mayor and at least three members
of the City Council those in office shall continue to serve and perform the
duties thereof pending an election, and the said Board of Election Super-
visors shall give notice for a special election to be held on the second Mon-
day after the third Monday in April, in the same manner as provided for
a regular election, and such special election shall be held in all respects
as is provided for a general election under the provisions hereof, and the
returns thereof shall be made in the same manner.

614. If, during the term of said City Councilmen more than two va-
cancies occur in the City Council, the said Board of Election Supervisors
shall call a special election to fill such vacancies, in acordance with the
provisions of this Act, without regard to whether said vacancies be caused
by removal from the town or from any other cause; but in the event that
not more than two vacancies occur in the City Council at any one time
the three remaining members of the City Council shall fill the same by
election of a duly qualified person or persons, and in the event of such
vacancy or vacancies being ward councilmen a resident of such ward or
wards in which such vacancy or vacancies exist shall be elected; and in
the event of the absence from the town or the inability of the Mayor for
more than twenty-four hours, or in the event of a vacancy in the office of
Mayor the President of the City Council shall act as Mayor until the
Mayor shall return or such inability shall cease, or until said office shall
be filled at the next regular election.

615. The said Board of Election Supervisors shall also act as a Board
of Registration and give notice by publication in two newspapers pub-
lished in said town, if there be that number, at least eight days before the
registration to be held on Monday, March 25th, 1912, between the hours
of 8 o'clock A. M. and Y o'clock P. M., and the names of the persons regis-
tered in accordance with the provisions of this act shall be entered in two
separate books, to be kept by each of said Election Supervisors acting as
a Board of Registration, and in addition to the names of the voters there
shall be entered therein the age, color, actual place of domicil in said
town and the time thereof, and the occupation of the persons registered,
which said books containing the names of the persons so registered shall
be used on election day for Mayor and City Councilmen of said town, and
all persons so registered therein shall be entitled to vote in said town elec-
tions, and all persons not registered therein shall not be entitled to vote
at any election held in said town under the provisions hereof. There shall
be a general registration of all the voters in said town, possessing the quali-
fications herein prescribed on the fourth Monday and the Tuesday there-
