after the completion of said improvements, or any of them, it shall assess
the costs thereof upon the land abutting the same in accordance with
Chapter 305 of the Laws of Maryland, 1910, as amended by reference
to said Chapter 305, or by reference to the Code of Local Laws of said
Prince George's County, codified by Marion Duckett and Thomas Van
Clagett, or by any law enacted during 1927 session of the Legislature of
Maryland. Said Chapter 305 of the Laws of Maryland, 1910, as hereto-
fore amended, by reference to said Chapter 305, or by reference to said
Code of Local Laws of Prince George's County, or during the 1927 session
of Legislature of Maryland, is hereby made applicable to any of such
streets, avenues or roads over which supervision and control are taken by
said Mayor and Common Council under the provisions of this section

555. In all cases where any municipal work of whatever character is
to be done within the corporate limits of Hyattsville, the estimated cost
of which shall exceed two hundred dollars, the Common Council shall in-
vite proposals for said work by advertisement for two weeks in some news-
paper printed in Hyattsville, at such reasonable compensation as the Mayor
and Common Council shall determine, and the said Mayor and Common
Council shall, m all cases, award the contract for such work to the lowest
bidders therefor, reserving at all times the right to reject any and all bids
received

556. No public franchise of any kind shall be leased or alienated ex-
cept pursuant to a vote of the voters of the town, had after ten days' notice
and upon such regulation as the Mayor and Common Council shall pre-
scribe.
SAVING CLAUSE

557. The Mayor and Common Council shall have and exercise all
powers heretofore granted to the Mayor and Common Council of Hyatts-
ville by an Act of the General Assembly not hereby expressly repealed,
except so far as the same be modified by this act, and shall assume and be
liable for all obligations assumed by the Mayor and Common Council of
Hyattsville, and heretofore imposed by any Act of the General Assembly
not expressly repealed by this act, and all officers of said town shall, until
the election or appointment and qualification of their successors continue
in office with the same powers and duties as heretofore; provided, how-
over, that the powers of all existing officers of the town of Hyattsville shall
expire with the first election hereinbefore provided for, and the qualifi-
cations of the officers chosen thereat, and the present Mayor and Common
