PUBLIC PRINTING.

322. Annually in the month of March, by a notice published in one
newspaper of said county, at least two weeks consecutively before the final
day named in their notice for the reception of bids, the county commis-
sioners shall invite proposals to be made to them, on or before the last
Monday in March, for all printing and publishing for the county, includ-
ing the annual statement of county expenses, but not including the publi-
cation of local laws, for the period of one year from said last Monday in
March; said bids shall be sealed and endorsed "proposals," for public
printing for Prince George's county, and addressed to the clerk of the
said commissioners, who shall safely keep all such proposals and deliver
them to the county commissioners, to be publicly opened by them on the
final day named in their notice inviting proposals; and the county com-
missioners shall open publicly the said bids, and award the contract for
all the printing and publishing for the county, for the ensuing year, to
the lowest bidder of the two newspapers having the largest bona fide
circulation in said county; provided, said bid does not exceed the sum of
six hundred dollars; and provided further, that all printing under this
section shall be given to some newspaper printed and published in the
county; and in case of a tie in the bids, preference shall be given to the
paper having the largest bona fide circulation in said county.

323. If the said lowest bid does exceed the sum of six hundred dollars,
then the county commissioners shall not award the contract to the lowest
bidder, but in that event are authorized to adopt any mode of printing
and advertising for said county, by handbills or otherwise, as in their
judgment may seem best for the good of the county; provided, the entire
cost of the same shall not exceed the sum of six hundred dollars.

324. In no event shall any printing or advertising for Prince George's
county be given to more than one newspaper in the said county at the
same time nor shall the county commissioners upon any pretext, be em-
powered to pay more than six hundred dollars for any one year's printing
or publishing.
TAX LEVY.

325. The county commissioners shall lay their annual levy for State
and county taxes on or before the last Monday in March in each and every
year.

326. Neither the county commissioners nor their clerk, shall issue any
form of certificate of indebtedness ; and all claims shall be paid by warrant
issued against some specified fund otherwise unappropriated.
