and provide an efficient system of drainage; they may adopt suitable
measures for the removal of garbage and sewage, and fix the amount to
be paid therefor.

254. All roads, streets, avenues, or alleys, which are now or shall
hereafter be shown, on any plat or addition to the platted part of said
town, as public highways, and accepted by the Mayor and Council as such,
are hereby made and declared to be public streets, avenues, and alleys of
said town, and shall be from time to time improved and repaired as the
public interest may require and the resources of the town justify.

255. The County Commissioners of Prince George's County, Mary-
land, shall annually pay over to the Clerk of the said town of Colmar
Manor, three-fourths of that proportion of the entire taxes levied for roads,
and bridges imposed upon the assessable property within the boundaries
of the said town of CoLmar Manor by the County Commissioners of Prince
George's County, to be expended upon the streets, roads, avenues, and
alleys of the town as the Mayor and Council may see fit.

256. The Mayor and Council is hereby authorized, empowered, and
directed to levy and cause to be collected annually taxes at the rate of 25
cents or less on each $100.00 of the assessed valuation of the real and per-
sonal property in said town based on the State and County assessments
for all purposes, and any taxes so levied shall be a lien on any and all
property of the person, company or corporation against whom they may
be levied, and the taxes for each year are payable on the first day of July
next succeeding the levy thereof, and will be in arrears and subject to
interest at the rate of six per cent, from and after the first day of October
next succeeding the levy thereof. Provided, however, that in the year
1927 the said taxes shall become payable on the first day of November,
1927. It shall be the duty of the Clerk of the said town as soon as said
taxes are payable to give notice by advertisement in one newspaper pub-
lished in the County and proceed to the collection of said taxes in com-
pliance with the laws for collection of taxes enacted by the State Legis-
lature for the collection of State and County taxes in Prince George's
County. Provided, that no tax, assessment, license or permit shall be
levied or charged by the Mayor and Town Council except as are provided
for in this charter.

257. The Mayor and Council shall have full power to control and
protect public property owned by the town of Colmar Manor, whether
within or outside of said town.
