37770 ARTICLE 17.

such other duties as the Mayor and Common Council may prescribe, and
he shall be allowed such compensation as shall be fixed by them, and in
case of a vacancy in the said office a new appointment shall be made as
in the case of vacancies in the office of the Mayor.

1922, oh. 52, sec. 42.

184. The Board of Road Directors of Prince George's County shall
annually pay to the Mayor and Common Council of Capitol Heights when
and as collected three-fourths of all the taxes for public roads on property
within the limits of the said town, which shall be expended by the Mayor
and Common Council exclusively in the repair and improvements of streets
and roads within the limits of said town.

1922, oh. 52, sec. 43.

185. The Mayor and Common Council shall not expend or contract to

expend in any one fiscal year more money than the amount receivable from
taxes and other sources during that year, except from special assessments

as herein provided. The Mayor and Common Council may also from time
to time borrow money for the use of the town and issue therefor the bonds,
notes or other obligations of the town, to an amount not exceeding as the
principal sum of fifteen thousand dollars of outstanding indebtedness at
any one time, the same to bear such rate of interest and to be payable or
renewable in such manner as said Mayor and Common Council may agree;
provided further, however, that no such moneys shall be so borrowed on
either notes, bonds or other obligations, unless the issue of said bonds, notes
or obligations shall first have been submitted to the vote of the voters of
the town, and shall have received the favorable vote of a majority of the
votes cast, and such question may be so submitted to the voters either at
any regular election or any special election called for that purpose by the
Mayor and Common Council in accordance with the provisions herein pro-
vided for the holding of other elections. Provided further, that the Mayor
and Common Council shall be authorized and required to create and main-
tain a sinking fund for the repayment of any loans so made to the town.

186. All streets, avenues, roads, bridges, and public alleys in the cor-
porate limits of said town of Capitol Heights are hereby declared to be
under the supervision and control of said Mayor and Common Council,
provided, that this section shall not apply to State Roads or County Roads.

1922, ch. 52, sec. 45.

187. For neglect of duty or incompetency any town agent or official
appointed by the Mayor or by the Mayor and Common Council may be
removed from office at any time by a majority vote of the Common Coun-
cil and the Mayor, the Mayor's vote to be equal to that of any one of the
members of the Common Council for this purpose.
