3758 ARTICLE 17.
Councilmen shall be two years; provided, that the first election here-
under shall be held on the first Monday of May, 1922, and that the Mayor
and Councilmen elected at the election to be held on the first Monday of
May, 1921, shall serve only until the election and qualification of the
Mayor and Common Councilmen elected hereunder on the first Monday of
May, 1922.

146. The voters of said town who shall possess the necessary qualifica-
tions as hereinafter stated shall on the first Monday of May, 1922, and
thereafter biennially on the first Monday of May in each second year
elect at such place or places as may be appointed by the Mayor and Com-
mon Council for the holding of elections, from the respective candidates
nominated as hereinafter provided, one person to serve as Mayor for a
period of two years and six persons to serve as Common Councilmen for
the term of two years. There shall also be elected on the first Monday of
May, 1922, by the voters of said town a Treasurer of said town, who shall
hold office for a period of two years, and at each election thereafter a
new election for Treasurer shall be held. The Mayor, Treasurer and
Common Councilmen must each be voters of said town and have resided
in said town for at least two years immediately preceding their election,
and must each be the owner of and assessed on the town assessment books
with at least one hundred dollars ($100) of land, and must remain so
during their respective terms of office. Neither the Mayor nor any of the
Common Councilmen shall, during his term of office, hold or be interested
directly or indirectly in any other office under the town, administration, or
be appointed to or interested directly or indirectly in any contract to
which the town is a party, nor shall the Mayor or any of the Common
Councilmen be paid or receive any salary.

147. All citizens of the State of Maryland who are residents of Capi-
tol Heights, and who are registered on the poll books of the County of
Prince George's, and entitled to vote therein, and who are registered on
the pool books of the town of Capitol Heights, shall be entitled to vote
at all elections in said town. There shall be a general registration of all
persons entitled to vote in the town elections every ten (10) years, the
first general registration to be held on the third and fourth Mondays in
March, 1922, and all general registrations shall be held on the third and
fourth Mondays in March every ten years thereafter. There shall also
bo one day of registration for the purpose of registering persons who fail
to register at any general registration and for the purpose of registering
persons who become qualified after any general registration, on the third
Monday in March every two years following such general registration.
All registrations hereunder shall be held within the town limits of Capitol
Heights at such place or places as the Mayor and Common Council shall
designate, and notice of such registration shall be posted in at least three
