3744 ARTICLE 17.

pass rules and regulations consistent with the provisions of this Act for
their own government while in session. Any Councilman absent from
three consecutive meetings, without excuse, shall constitute a vacancy. All
vacancies occurring shall be filled by the Mayor and Town Council. The
Mayor shall preside at the meeting of the Council and shall call meetings
from time to time as he may deem necessary, but in case of his absence
from any meeting, the Councilmen present shall elect one of their mem-
bers to preside who shall for the time being have all the authority of the
Mayor.

113. All citizens of the United States of the age of twenty-one years
and over who shall have actually resided within the limits of the town of
Brentwood not less than 365 days next preceding any regular election
for Councilmen, who have never been convicted of any infamous crime,
shall be qualified voters of said town and as such shall be entitled to reg-
ister as hereinafter provided and after such registration to vote at any
election held in said town under the provisions of this Act, unless they
shall be thereafter disqualified by loss of citizenship, actual removal from
said town or conviction for an infamous crime, in which case their name
shall be stricken from the registration books hereinafter provided for.

114. On or before the second Monday in May in each and every year,
the Mayor and Town Council shall appoint two qualified voters of said
town not holding any other office thereunder as Supervisors of Election,
who shall also act as Registration Officials and Judges of Election at any
election held during the year succeeding their appointment, and said
Supervisors of Election are authorized to administer oaths in the per-
formance of their duties hereinafter set forth. In case of a vacancy occur-
ring in said year in the office of Supervisors of Election, the Mayor and
Town Council shall appoint a qualified person to fill said vacancy occur-
ring in said office. The Supervisors of Election shall receive five dollars
each for each and every day they may be required to serve as Judges
of Election or as Registration Officials.

115. The said Supervisors of Election shall appoint by at least one
advertisement in some county newspaper having general circulation in the
town, the first and second Mondays in June in each and every year for
registration, on which days the Supervisors of Election shall sit as Regis-
tration Officials at some easily accessible place in said town to be named
in said advertisement between the hours of 1 and 8 p. m.

Each of said Supervisors shall be furnished by the Mayor and Town
Council with a well-bound registration book which shall be kept by him
and for which he shall be responsible. In such books there shall be a
space for the name of each person registering, his age, his color, his actual
place of residence in said town, his ward, his occupation, and the date of
