said county, that he will faithfully and impartially perform the duties
required of him as bailiff of said town, according to the best of his skill
and judgment, and who shall also give bond in the sum of fifty dollars
for the faithful performance of his duties, the said bond to be approved
by the Commissioners. The said bailiff, when he shall have qualified,
shall have the powers of a constable under the laws of this State.

98. The Commissioners may pass all by-laws and ordinances neces-
sary to give effect to the powers vested in them by this charter, and im-
pose fines, penalties and adopt forfeitures for the breach of their by-laws
and ordinances; but no ordinance shall impose a fine, penalty or forfeiture
for any one offense -of more than ten dollars, or imprisonment for more
than five days.

99. All fines, penalties, and forfeitures imposed by any by-law or ordi-
nance may be collected as small debts are, and shall be applied in such
manner, for the use of said village, as may from time to time be directed
by ordinance.

100. The public ground and property within said corporation, belong-
ing to the town, shall be vested in the commissioners, so far as to preserve
the same, to prevent depredations thereon, and to have and to hold for
the benefit of said corporation.

101. The commissioners of said town are authorized to pass ordinances
for the regulation, good government, improvement and comfort of the said
town, and the inhabitants thereof; to suppress vice, crime and immorality;
to restrain disorder and disturbances of the peace; and to prevent and
remove nuisances within said corporation. They may also close, straighten,
widen, improve and open streets, grade and pave the same, make cause-
ways, establish the width and grade of sidewalks, curb, pave and set out
shade threes therein; and may prescribe and collect license fees for shows,
circuses and theatrical performances, traveling or permanent, and on ped-
dlers and hawkers.

102. Justices of the Peace for Prince George's County, resident in
the town are hereby declared to be conservators of the peace of the town;
and it shall be their duty to order the arrest of any person found by them
breaking the peace or disturbing the quiet and order of the town, or violat-
ing any of the ordinances made by the Commissioners of the town for
securing the safety of property or the lives of the inhabitants of the town,
and upon complaint made before them of the violation of any ordinance
of said town, shall issue process in the name of the Commissioners of
