duties of his office, each officer shall take oath that he will diligently and
faithfully discharge all duties of his office without favor, partiality or
prejudice, and said oath shall be filed among the records of said town.

67. At the first election of officers held under this Charter, after notice
posted in ten conspicuous places in said town the qualified voters of the
town shall elect three Town Commissioners and a Treasurer to serve the
term of one year. All citizens twenty-one years of age who own or are
purchasing property in said town and who have resided therein for six
months and the members of said citizen's family, who are twenty-one
years of age, and have resided in said town for six months shall be qualified
to vote for the election of officers for the Town of Boulevard Heights and
at all elections provided for under this Charter. The Town Commissioners
and Treasurer must continually reside in said town and they shall receive
no compensation for their services except that the Treasurer shall receive
the fees hereinafter allowed.

68. The Town Commissioners shall meet in some convenient place in,
said town not less than once in every month. The majority shall form a
quorum for the transaction of business; and upon each action taken the
yea and nay vote of each Commissioner shall be recorded opposite his
name. The Town Commissioners shall pass rules and regulations con-
sistent with the provisions of this Act for their own government while in
session. All vacancies occurring shall be filled by the Town Commis-
sioners. The Chairman of the Commissioners shall preside at the meeting
of the Commissioners and shall call meetings from time to time as he may
deem necessary, but in case of his absence from any meeting the 'Commis-
sioners present shall elect one of their members to preside, who shall for
the time being have all the authority of the Chairman.

69. Annually on or before the first Monday in June, after notice
posted in ten conspicuous places in said town the Town Commissioners
shall appoint two judges, who shall appoint a clerk, to conduct an election
by ballot on the first Monday in July if not a legal holiday, and if a legal
holiday, then on the day following, for the election of officers provided in
Section 67 of this Article. The polls shall be opened between the hours
of one and seven P. M., the two judges and clerk above provided for shall
constitute the Board of Election Supervisors for said town, and shall
determine the qualifications and right of each voter to participate in the
town election by asking each applicant who presents himself to vote at the
election which they have been appointed to conduct under oath these
questions: First, Are you twenty-one years old and have you resided
within the Town of Boulevard Heights for a period of six months previous
to this election? Second, Are you the owner of or purchasing property in
Boulevard Heights or the member of such owner or purchaser's family ?
