47. They may appoint a clerk, prescribe his duties, and allow him such
compensation as they may think proper.

48. The clerk shall enter all ordinances passed by the commissioners
in a book to be kept by him for that purpose, which shall at all times
be open to the inspection of all persons interested, and copies of all ordi-
nances shall be put up at the most public places in the village.

49. The commissioners may annually appoint a bailiff, who, before
entering upon his duties shall make oath before a justice of the peace
of said county, that he will faithfully and impartially perform the duties
required of him as bailiff of said village, according to the best of his
skill and judgment, and who shall also give bond in the sum of fifty
dollars for the faithful performance of his duties, the said bond to be
approved by the said commissioners.

50. The said bailiff shall attend the meetings of the commissioners

51. The commissioners may pass all by-laws and ordinances necessary
to give effect to the powers vested in them by this charter, and impose
fines, penalties and forfeitures for the breach of their by-laws and ordi-
nances; but no ordinance shall impose a fine, penalty, or forfeiture, for
any one offense, of more than ten dollars.

52. All fines, penalties and forfeitures imposed by any by-law or ordi-
nance may be collected as small debts are, and shall be applied in such
manner, for the use of said village, as may from time to time be directed
by ordinance.

53. It shall not be lawful for swine to go at large in the village of
Bladensburg, and the bailiff of said village may take up and impound
any swine which may be found going at large in said village; and on his
failure or neglect to take up and impound swine so found going at large,
it shall and may be lawful for any citizen of said village to do so; and
any person so taking up and impounding shall give four days' notice
thereof by advertisement set up at four of the most public places in said
village, describing the swine impounded, and declaring that the same
will be sold at public auction at some public place in said village; one-half
of the purchase money shall go to the person impounding such swine, and
