3722 ARTICLE 17.

1924, ch. 528, sec. 9.

30. The commissioners shall annually appoint one or more bailiffs for
said town, who are hereby declared to have and are vested with all the-
powers of a constable of Prince George's County within the said town
limits, and who shall perform such duties as may be required of them by
the said commissioners, and who shall preserve the peace and good order
in said town.

31. The commissioners shall annually appoint a health officer for said
town, whose duties may be prescribed by said commissioners.

32. Before any elective or appointive officer of the said Town of Ber-
wyn Heights shall enter upon his or her duties he or she shall make oath
before some officer authorized to administer oaths in said Prince George's
County that he or she will diligently and faithfully, to the best of his or
her skill, judgment and ability, perform the duties of his or her office
and he or she shall file a certificate of such oath with the clerk or chairman
of said commissioners which shall become part of the records of said town.

33. The treasurer and bailiffs shall give bond to the commissioners in
such penalty and with such surety or sureties as said commissioners may
require, conditioned for the faithful performance of the duties of their
respective offices.

34. The commissioners may pass such ordinances, not inconsistent with
law, as in their judgment may be for the interest of the town and provide-
in such ordinances the penalties and punishments for violation thereof;
they shall have supervision over the walks, streets, roads and alleys of
said town; may open and close streets, lanes and alleys, grade and pave
the same; restrain all disorder and disturbances in said town; abate nuis-
ances therein; grant and recall licenses at their discretion for the operat-
ing or conducting of any and all places of public amusement and enter-
tainment and fix the fees to be paid on the granting of any such license;
and any ordinance passed by said commissioners may provide for its en-
forcement by a prosecution before any Justice of the Peace of Prince
George's County. A majority of said commissioners shall constitute a
quorum and the act of such majority shall be the act of the whole Board
of Commissioners.

35. At the first meeting of any board of commissioners elected here-
under they shall appoint three residents of the town over twenty-one years
of age to act and serve as a Board of Assessors for the Town of Berwyn
Heights. Said assessors shall adopt the county assessment on all prop-
