advertisement, inserted once a week for three successive weeks in two news-
papers published in the City of Annapolis, and to prepare a bill of each
taxpayer, and, on application, he shall forward the bill by mail or other-
wise, or deliver the same to the person, firm or corporation, to whom the
property included in such bill is assessed.

66. All taxes so levied, as aforesaid, shall be collected by' the Col-
lector and Treasurer within three years after the levy thereof; and if the
same be not collected within the said three years, the parties from whom
such taxes may be demanded may plead this section in bar of any recov-
ery thereof; and the said Collector and Treasurer shall be liable for all
such taxes, if he fail to enforce the payment thereof within the time herein
specified.

67. The property in the City of Annapolis belonging to the corpora-
tion is exempt from any tax to be levied by Anne Arundel County.

68. No ordinance of the corporation shall impose a fine of more than
twenty dollars for any one offence or authorize a commitment to jail for
more than thirty days at one time.

69. All fines, penalties and forfeitures for violation of any ordinance
of the corporation may be recovered before the Mayor, Counselor, or some
one of the Aldermen, or a justice of the peace; and the Mayor, Counselor,
or Aldermen, or justice, may commit the offender until the fine is paid,
or he be discharged in due course of law.

70. If any ordinance shall give part of a fine or penalty to the in-
former, or if such fine or penalty be discretionary, the judgment of the
officer imposing the fine or declaring the penalty shall specify how much
of such fine or penalty shall be to the use of the corporation and how
much to the informer.

71. No ordinance of the said corporation shall be binding on persons
who do not reside in the said city until the same shall have been pub-
lished in some newspaper of the said city, unless in case of wilful and
intentional violation of said ordinance after notice thereof.
