956. (A) Every resident of said town having the qualifications of a
voter under the laws of this State, who has resided in said town for three
months immediately preceding the election at which such person proposes
to 'vote, and who is duly registered as a voter in the said town under the
provisions of the next succeeding section shall be entitled to vote in mu-
nicipal elections in the said town, and no person shall vote in any such
municipal election who does not possess the qualifications enumerated in
this section; provided, however, that this section and the next succeeding
section shall not apply to special elections held under the provisions of
Section 960(G) of this Charter. The residents of said town having the
qualifications enumerated in this section shall on the first Monday in May
next elect three persons not less than twenty-five years of age as Council-
men, who, together with the three Councilmen elected at the last general
election, shall constitute the Council, all of whom shall have resided in the
said town at least one year previous to their election and be legal voters
and property owners therein. Thereafter on the first Monday of each
succeeding May, beginning with the first Monday in Mav, 1930, three
persons possessing the qualifications herein enumerated shall be elected
