street, lane or alley within said Town of Somerset whenever it shall be
necessary, in the opinion of said Mayor and Council, in, on or upon any
of the public highways, avenues, streets, lanes or alleys, and the entire
cost of same shall be assessed against the property abutting said public
highway, avenue, street, lane or alley, and the money due from said
assessment shall be a lien on said abutting property and collected as other
taxes are collected by the Mayor and Council of the Town of Somerset.

943. The Mayor and Council are hereby given power and authority
in addition to such power and authority as are now possessed by said
Town to borrow money to borrow such additional sum or sums from time
to time as may be needed to carry out the provisions of this Act and to
issue certificates of indebtedness as evidence thereof. All sums so bor-
rowed shall be kept in a separate account to be known as "The Street
Improvement Account," and shall be borrowed for no longer period than
shall be sufficient to collect the special assessments provided for to con-
struct improvements made hereunder and shall be repaid out of the spe-
cial assessments aforesaid when the same shall be collected.

944. The Mayor and Council shall have the power and authority to
divide such special assessments into two or more installments if the Mayor
and Council in their discretion shall so ordain and in that event provi-
sion shall be made for the payment of the assessments aforesaid in install-
ments and upon a failure to pay any one or more of said installments
when the same shall become due, the whole amount thereof, and if such
assessment shall immediately become due and payable and shall be collected
as other taxes are collected by said Mayor and Council.

945. In all cases where the property is to be assessed for improve-
ments under the provisions of this Act is located at the intersection of two
streets and what is known as a corner lot, the Mayor and Council shall
have the power to make an assessment for the number of feet in the front-
age of such lot, and in case the improvements are extended along the side
of the said property, they shall also have the power to make assessment
for such improvements in addition to the assessment made for such im-
provements which they shall deem proper along the street on which the
said property fronts. In all cases in which the question shall arise as to
the street upon which said property may front the decision of the Council
in regard thereto shall be final and conclusive.

946. Before entering upon the construction of any work or improve-
ment specified herein the Mayor and Council, shall by ordinance designate
the location, extent and kind of work for improvement proposed to be
