3604 ARTICLE 16.

upon any land covered by the navigable waters of the state, the title to
which is held by the State, and if the same be deemed advisable by the
said Commission, the Governor of Maryland is hereby authorized and
directed, upon application of the said Commission, to execute and deliver
to the County Commissioners of Montgomery County such deed or deeds
as may be proper for the full confirmation of this grant.

(e) The power to incorporate with any system or systems of sewerage
or drainage, or otherwise utilize for the purpose of this Act, so far as it
may deem necessary or expedient, any or all existing public sewers or
drains, including storm water sewers or drains, open ditches, natural
channels or water courses in Montgomery County, and any or all appur-
tenances, either in their present condition or with such repairs, modifica-
tions or changes as said Commissioners may see fit to make, and to con-
demn, abolish, close up or destroy in its discretion, any or all such exist-
ing sewers, drains, open ditches, natural channels or water courses, and to
alter their junctions or increase their burdens as it may deem best.

(f) The power to acquire by condemnation, purchase or otherwise, and
to incorporate with any system or systems of sewerage or drainage pro-
jected, constructed, established or maintained in accordance with the pro-
visions of this Act, such private or municipal systems of sewerage or drain-
age existing at the time of this Act, or hereafter establish, in such con-
dition as they may be, or with such repairs, changes, modification as the
Commission may see fit to order; or to compel the repair, change or modi-
fication or connection of such private or municipal system of sewerage or
drainage with the County system or systems; or to condemn for use, close
up, or cause to be abolished or removed in its discretion any private or
municipal system or systems of sewerage or drainage, the operation of
which in the opinion of the said Commission is harmful to public health
and welfare, or is a nuisance.

(g) The power to frame, promulgate, and enforce reasonable rules and
regulations for the supervision, protection, management and conduct of
work done in connection with the construction, establishment or mainte-
nance of such sewerage or drainage system or systems.

(h) The power to make, and enter in the name and on behalf of the
County Commissioners of Montgomery County, any and all contracts,
agreements, and stipulations germane to the scope of their duties and pow-
ers under this Act.

(i) The power to enter into contract or to co-operate with the County
Commissioners of Prince George's County or their legally authorized
agents where the area or areas that may be served by sewerage and drain-
age system or systems, is located partly in the two counties, and it is
desired to plan, construct, establish or maintain a sewerage or drainage
system or systems for such area or areas, or where for the purpose of
treatment and final disposition of sewerage or drainage from any system
or systems in Montgomery County, is necessary or expedient to locate a
part of such system or systems within the bounds of Prince George's
County.
