and other expenses and disbursements incurred or made by him in the
performance of his official duties, and no part of the traveling or personal
expenses of the said supervisors incurred in the performance of his official
duties shall be included in or counted as a part of his annual salary.*
SEWERAGE AND DRAINAGE COMMISSION.+

878A. The Board of County Commissioners of Montgomery County
are hereby authorized to act as a Sewerage and Drainage Commission for
said County; that for the purpose of considering and transacting such busi-
ness as may arise through the operation of this Act, they shall convene
regularly, once each month, or oftener, not exceeding four times a month,
however, should there be business of sufficient importance or volume to
warrant and at such points as may be best suited to the business under
consideration. The compensation to be paid the members of said Com-
mission for the duties placed upon them by this Act shall not exceed the
amount of two hundred and fifty dollars ($250) each in any one year.
It shall be individually a sum bearing the same radio to the above maxi-
mum as the number of meetings attended by the members bears to the
total number of meetings held within any year. The Clerk of the said
Board shall act as Secretary of the said Commission. He shall keep in a
suitable book a permanent record of the proceedings of the Commission
and the title of said volume shall be "Proceedings of the Board of County
Commissioners," with the subtitle "Sewerage and Drainage." The Com-
mission shall also cause to be kept by the Treasurer of the County, an
accurate itemized account of all moneys received, and expenditures made
in fulfilling the purposes and intents of this Act. The title of said volume
shall be "Eiscal Report of the Board of County Commissioners" with the
subtitle "Sewerage and Drainage." The above volume and all other rec-
ords of the Commission are hereby made a part of the official records of
Montgomery County and are to be accessible to the taxpayers of the said
County on request. The Public Health Officer of said County shall act
as Sanitary Inspector for said Commission. He shall render to it, and
to the State Board of Health, at such times and in such manner, and in
such form as each may prescribe, reports on the conditions affecting the
public health in said County. The compensation allowed the Public
Health Officer for the performance of such additional duties as this Act
necessitates shall not exceed the sum of six hundred dollars ($600) per
annum.

878B. The Sewerage and Drainage Commission of Montgomery Coun-
ty shall be charged with the duty of projecting, constructing and estab-
lishing or maintaining, by contract or otherwise, alone or in co-operation
