called, of the Mayor and Council of Rockville and the Advisory Commit-
tee provided for in Section 844 of this subtitle. And it shall be appropriate-
to require each bidder to accompany his bid with a certified check in the
reasonable amount specified in such advertisement and that a bond with
approved surety should be required for the faithful performance of any
such contract, checks to be returned to unsuccessful bidder or bidders after
bids have been opened and contract awarded.

RAILROAD CROSSING.

846. The Baltimore and Ohio Railroad Company is hereby required
to keep in addition to the safety gates operated from the present or any
tower a flagman or signalman stationed during each and every day from
6 A. M. to 12 o'clock midnight, at the crossing of its railroad over Balti-
more Street in said town, to warn persons using said crossing over said
railroad at said crossing of the approach of trains upon said railroad,
and that said railroad company shall not require any one such flagman
or signalman to serve for more than nine hours during the course of any
day at said crossing.

847. The said Baltimore and Ohio Railroad Company shall be liable-
to pay a fine of fifty dollars for each and every day that it shall fail or
neglect to comply with the provisions of the preceding section, said fine
to be recovered in an action of debt in the name of the State of Maryland
before any justice of the peace in and for Montgomery County, and to be
paid when collected into the public school fund of said county.

848. The Mayor and Council of Rockville whenever, in its opinion,
it is necessary to make repairs or extensions to the streets, alleys, side-
walks, curbs, gutters, parking, water or sewerage systems in the Town of
Rockville, and the funds derived from the taxes for the current year are
not available for said purpose or purposes, shall have power to borrow
upon the credit of said corporation a sum or sums which at no time shall
exceed five thousand dollars, and in case money is so borrowed it shall
issue the promissory note or notes or certificate or certificates of indebted-
ness of said corporation, to be executed by the Mayor and Clerk of Rock-
ville under the seal of said corporation thereto affixed as evidence or evi-
dences of indebtedness for said sum or sums so borrowed; and to repay
the sum or sums so borrowed and the interest thereon from time to time
as funds shall become available for that purpose from the regular taxes
levied by said town.

849. The Mayor and Council of Rockville are hereby authorized and
empowered to lease or purchase a parcel of land within the corporate
limits of the Town of Rockville, and to erect thereon a suitable building
