exceed fifty thousand dollars, as may be necessary to improve and increas
the water supply of the Town of Rockville and to construct in said town
a sewerage system and in or near said Town a sewerage disposal plant or
plants. Said bonds to be issued from time to time as the Mayor and
Council of Rockville shall by ordinance prescribe, and to be issued for
such amounts and to be payable at such time or times and to bear such
rates of interest, not to exceed five per centum, as the Mayor and Council
of Rockville shall by ordinance provide. Said bonds to be signed by the
Mayor, or the member of the Council presiding in the absence of the
Mayor, and countersigned by the Clerk, with the corporate seal of said
corporation thereto attached, and to be sold at the highest obtainable price
after due advertisement for sealed bids, including publication in one or
more daily papers of Baltimore City and of Washington, D. C.

839. The Mayor and Council of Rockville shall by appropriate ordi-
nance passed before the issuance of said bonds provide for the payment
of the interest thereon and for the payment of said bonds when and as
they shall mature; and to this end said Mayor and Council of Rockville
shall levy upon all property liable to taxation in said town a special tax
sufficient for the purpose of paying said interest and the said bonds at
maturity. Such special tax, however, shall not in any one year exceed
fifty cents on the hundred dollars assessed value of said property. Said
special tax to be a lien upon the property both real and personal taxable
hereunder to the same extent that other corporation taxes are now or may
hereafter be and shall be collected as other taxes in said town are, or may
hereafter be collected.

840. Said Mayor and Council of Rockville is hereby authorized and
empowered to levy a special tax for the maintenance and repair of the
sewerage system and disposal plant to be constructed, not to exceed in any
one year the sum of five dollars against any and every house in said town
connected with the sewerage to be collected in the same manner as the
scavenger tax now allowed by law is collected; provided that no occupant
or owner of any house in said town shall be required to pay both the
special tax authorized by this section and said scavenger tax.

841. Said Mayor and Council of Rockville is hereby authorized and
empowered to acquire by gift, purchase, or other like methods of acquisi-
tion, or by condemnation in the method provided by the General Laws of
the State of Maryland relating to condemnation by corporations, any land,
or property situated wholly or partly in said Town of Rockville or Mont-
gomery County, or any interest, franchise, easement, rights, or privileges
therein which may be required for the purpose of constructing, establish-
ing and maintaining said sewerage system and sewerage disposal plant or
plants, and improvement or extension of the water supply of said town.
