any such street, lane, road, alley, thoroughfare, used or traveled way or
permanently improve the same, the County Commissioners may assess the
cost of such improvement against the owners of the abutting property on
each side of such roadway to be paid in such installments as the County
Commissioners may by resolution prescribe. That there shall be no valid
or legal objection to the County Commissioners taking over any such street,
road, alley, thoroughfare, used or traveled way because said roadway does
not connect any existing county highway.

780. The County Commissioners of Montgomery County are hereby
authorized and empowered to require the owner or owners of any property
located at a corner of any highway or street intersection, or intersection
of a side street or side road with a county or State highway in said County,
to remove therefrom all trees, bushes, vines, fences or other obstructions
which in any way obstruct the vision of the operators of vehicles as they
reach such intersections. Any owner of property failing to remove such
obstructions within two months after notice to remove same has been given
him by the County Commissioners, or within such longer period as is
specified in said notice by said County Commissioners, shall be subject
to a penalty of ten dollars, the said penalty to be collected as other fines
and penalties are collected. Provided, however, that the County Com-
missioners, in their discretion, shall have the authority and power, after
due notice, to have the trees, bushes, vines, fences or other obstructions
removed and charge the cost of such removal to the owner or owners of
the property, and such cost or charges shall become a lien on said prop-
erty and may be collected in the same manner as taxes are collected.

781. The County Commissioners of Montgomery County are hereby
authorized and empowered to take such necessary action as they may deem
expedient for the purpose of widening, improving and maintaining the
road known as the Rockville and Georgetown Pike beginning at the line
of the District of Columbia on said road to a point on said road where the
old Georgetown Pike intersects with the Rockville to Georgetown Pike at
the Village of Edgemoor and about in front of the premises owned and
occupied by Robert D. Hagner.

782. The County Commissioners in their discretion may cause to be
condemned such land and premises as may be necessary for the purpose
of widening, improving and maintaining said thoroughfare along the lines
indicated; that said road may be widened, located or re-located by said
Commissioners under the provisions of the General Laws of Maryland
authorizing, requiring and directing the Commissioners to open, alter,
locate or re-locate any public road or by condemnation proceedings as pro-
vided for under the General Laws of this State. That said Commissioners
