Board of County Commissioners; and upon the recommendation of the
County Commissioner of the Fifth Commissioner District, to appoint,
discharge at pleasure and fix the compensation of a Deputy Clerk to the
said Board. Each Deputy Clerk shall be a resident of Montgomery Coun-
ty and each of said Deputy Clerks shall be on duty at the County Build-
ing located in the Commissioner District for which he is appointed on
every business day for not less than eight hours each day at such times
as the Board of County Commissioners may direct and shall perform such
duties as the said Board may require.

632. For the purpose of construction of roads, streets and highways
within the said Montgomery County Suburban District, the Board of
County Commissioners of Montgomery County are hereby authorized and
empowered to issue serial coupon bonds on the faith and credit of said
county, in an amount not to exceed $250,000.00 (two hundred and fifty
thousand dollars) par value. Such bonds shall be issued in denomina-
tions of $100.00 or any multiple thereof and shall bear interest at a rate
not exceeding five per centum per annum, payable semi-annually in each
year during which said bonds shall be outstanding and remain unpaid
and shall be signed by the President of the Board of County Commis-
sioners of said county and by the Treasurer of said county, provided that
the coupons for the interest thereon may be authenticated by the engraved,
lithographed or printed signature of the President of the said Board of
County Commissioners, and such bonds shall have the corporate seal of
said Board of County Commissioners of Montgomery County affixed there-
to and shall be exempt from all State, County and Municipal taxes. The
said bonds shall have written or printed on them, a distinct reference to
this Act authorizing their issue and shall be designated as "Montgomery
County Suburban District Road Bonds of 1927." The said County Com-
missioners of Montgomery County are authorized and directed to sell such
bonds at such times and in such amounts as may be necessary to the admin-
istration of this Act, but none of such bonds shall be issued for a longer
period than 20 years from the date of issue.

633. In order to provide for the selling of said bonds to be issued under
the provisions of this Act, the said Board of County Commissioners of
Montgomery County, or a majority of them, are hereby directed to adver-
tise once a week for four successive weeks before said bonds, or any part
thereof, shall be issued, in such newspapers as may be determined by the
said Board, that the said Board of County Commissioners will be in
readiness at a certain time within fifteen days after the expiration of
said notice, to receive bids at such place as may be named in said adver-
tisements, for bonds issued under the provisions of this Act, under such
regulations as may be made in the discretion of said County Commission-
ers, or a majority of them and the accrued interest between the date of
