sioners to cause to be printed for general distribution a sufficient number
of copies of said rules and regulations when so adopted, recorded and pub-
lished as aforesaid, with a printed certificate, by the chief clerk of said
County Commissioners, to the effect that said rules and regulations have
so recorded and published as aforesaid, and said printed copy of such regu-
lations, with certificate as aforesaid, shall be deemed prima facie evidence
of such rules and regulations whenever it may be necessary to prove the
existence of the same in any judicial proceeding. And the power is given
said County Commissioners to change or amend from time to time, as
may be necessary, such rules and regulations in whole or in part, in which
event, the same shall be valid and effective when recorded and published
as aforesaid. And the said County Commissioners, in addition to the reme-
dies provided for by this Act, shall have the right to enforce said regula-
tions and the provisions of this Act, and to prevent infractions thereof by
an application to the Circuit Court for Montgomery County, in equity,
for an injunction, and a breach or threatened breach or violation of this
Act, or of said regulations shall be deemed sufficient cause in itself for
the issuance of such injunction when applied for, and nc further cause
need be alleged or sworn; and provided further that the County Commis-
sioners of Montgomery County be and they are hereby authorized to
exempt from the provisions of this Act such town or towns or special
taxing areas in which the County Commissioners may determine that the
building regulations and the enforcement thereof are adequate and equally
affective as are the regulations passed by said Commissioners under the
provisions of this Act. ,

619. The County Commissioners are hereby directed and empowered
to appoint or employ some suitable person as County Building Inspector,
who shall hold office at the pleasure of the County Commissioners and
shall be paid such sum or sums as the County Commissioners or a majority
of them shall determine. That the inspector of buildings appointed as
aforesaid, shall have the supervision of the construction of all buildings
erected in said district and shall see that the rules and regulations of the
County Commissioners relating to the construction of said buildings shall
be complied with, and he shall perform such other duties as may be pre-
scribed by the County Commissioners aforesaid not inconsistent with this
Act, provided, that any person or persons violating any of the rules and
regulations so promulgated by the County Commissioners under the pro-
visions of this Act shall be guilty of a misdemeanor, and on conviction
thereof in the Circuit Court or Police Court for Montgomery County, shall
be fined not more than one hundred dollars; and the said County Com-
missioners are hereby further authorized and empowered to appoint and
employ an assistant to the building inspector, who shall hold office at the
pleasure of the County Commissioners and shall be paid such compensa-
tion as the County Commissioners shall determine and who shall under
