copy of such plat to each of the owners of the lands included within such
platted highway locations. No such location shall be deemed to be the
opening of any such highway or the entry upon or condemnation of any
property within such located highway, nor shall the same interfere in any
way with the rights of the owners of the full use of their property. The
Board of County Commissioners of Montgomery and the Board of County
Commissioners of Prince George's Counties sitting separately are hereby
created special boards of appeals for the purposes set out in this section
of this Act, each with respect to property located within the respective
counties. After the recording of any such plat, the owner of any land
included within the highway locations as shown on such plat, may appeal
within six months to such Board of Appeals, which Board of Appeals
shall have the power upon any such appeal and by a vote of the majority
of its members, to set aside such plat or any part or requirement thereof.
Before taking any such action, said Board of Appeals shall give a hearing
at which the parties in interest and others shall have an opportunity to
be heard. At least fifteen days' notice of the time and place of such hear-
ing shall be given to the appellant by mail at the address as specified by
the appellant in his appeal petition, and shall be published in a newspaper
of general circulation in the district.

596. In the performance of the functions and duties of the Commis-
sion, any member thereof or any employee or agent thereof shall have the
right to enter at all reasonable hours upon any private premises and into
any building in the District or in those portions of Montgomery and
Prince George's Counties outside of the District and to make examina-
tions and surveys and to place and maintain necessary monuments and
marks thereon. Any restraint or hindrance offered to such entry, exam-
ination, survey or placing or maintenance of monuments or marks by any
owner or tenant or agent of said owner or tenant shall be a misdemeanor
punishable under Section 602 of this subtitle.

597. The Commission may make rules and regulations for the govern-
ment and use of all land or other property acquired by it or under its care,
and shall cause such rules and regulations to be posted on the property to
which they apply, and shall also cause the same to be published at least
three times within the sixty days following their promulgation, in one or
more newspapers published in the District, and such posting and publica-
tion shall be sufficient notice to all persons. The sworn certificate of any
member of the Commission of such posting and publishing shall be prima
facie evidence thereof. Any violation of any such rule or regulation shall
be a misdemeanor punishable under Section 602 of this subtitle.
